A Kansas-based developer that has already built four communities in Lubbock is planning a fifth, aimed at families who often get priced out: households earning roughly $20,000 to $50,000 a year.
The Reserves at Santa Fe Place, near 43rd Street and Justice Avenue, is planned as 90 affordable homes, KCBD reported Friday. The project’s website shows it will include a clubhouse, a playground and a dog park, according to KCBD.
What’s planned
A Texas Department of Licensing and Regulation filing lists the project at 4321 Justice Ave. with 90 units across 86,471 square feet and an estimated construction cost of $16 million, SprawlTag reported in May. The filing listed completion by October 2027.
Overland Property Group’s development page says the community will serve families and individuals earning between 30% and 60% of the area median income, with one-, two- and three-bedroom units from 650 to 1,050 square feet and an on-site leasing office. That page describes the project as 110 units with completion in spring 2027, which differs from the figures in KCBD’s report and the state filing. The final unit count and timeline need clarification.
‘Without the heart and the soul’
Matthew Gillam, a managing partner with Overland, told KCBD the people who live there matter most. “These buildings are just simply buildings without the heart and the soul that people bring to them when they move in,” he said. He described a mother who toured an Overland property in tears because her children had never had their own rooms or a washer and dryer at home.
Eddie Broussard of UMB Bank, an investor in the project and a Texas Tech alumnus, told KCBD he wants everyone in Lubbock to have an equal opportunity to raise a family.
Mayor Mark McBrayer said at the event that affordability is a big topic nationally and this project helps with one part of the problem. He credited Kent Hance with the original vision for the property. “The vision for us is to serve the people, the families that need a home,” McBrayer said, according to KCBD.
Why it matters
Overland says the homes are meant for households earning 30% to 60% of the area median income, the kind of working families who often struggle to find a newer place they can afford. The site had sat as open land for years as apartments and businesses filled in around it, according to the aerial history SprawlTag compiled.
What we don’t know yet
- What monthly rents will be for each unit size.
- When applications or an interest list will open.
- Whether the final count is 90 or 110 homes, and the opening date.
